The Ministry of Education of the Government of Pakistan is working with the boards of directors to improve the educational system used in schools and colleges, making it simpler for students to pass a class. Pakistan's educational system is organised into five tiers, including:

  • Primary level
  • Middle level
  • Secondary level
  • Intermediate level
  • University level

Categories of Institutions in Pakistan:

All Pakistani schools, colleges, and universities have been divided into three groups, namely:

Government Schools

Private Schools 

Madaras 

In Government Schools and institution Special Examination systems, like PEC, Intermediate Boards, are set to collect the exams form the children at annual bases.

Now we will have to shed light on this examination system by category. 

At Primary and Middle Level

a. For Govt. Schools:-

Different provinces have set their own parameters. But in this article we are covering the PEC (Punjab Examination Commission) an Examination System set by Govt. of the Punjab for the Govt. schools of the Punjab.

What is PEC (Punjab Examination Commission)?

The government of Punjab established the independent Punjab Examination Commission (PEC) to evaluate and analyse student learning accomplishments, notably in grades 5 and 8. PEC began operating in 2005, and in 2006 it performed the province's first 5th grade population examination.

The PEC's new role under the Assessment Policy Framework (APF) is facilitator and guide, providing technical help to Punjab's District Education Authorities. The Punjab will now administer all evaluations in a cogent and meaningful manner under the APF 2019, which is the first framework of its kind to be provided in the province.

This policy supersedes and repeals a prior regulation that applied to earlier evaluations and examinations at the primary and elementary levels in the province, including the PEC's yearly tests for classes 5 and 8. The Punjab Curriculum and Textbook Board and Quaid-e-Azam Academy for Educational Development (QAED) will work in concert with the PEC to oversee technical input on the revision, improvement, and implementation of the APF, with the School Education Department (SED) serving as the policy's overall custodian (PCTB).

The foundation of APF is a fundamental tenet of Punjabi educational reform efforts: a change away from assessment as a goal in and of itself, and toward evaluations that support and promote learning at all levels of the system. This framework is in keeping with the fundamental ideas guiding the Punjabi government's strategy for education as set forth in the New Deal 2018-2023.

Functions of PEC.

Functions of the Punjab Education Commission include:

  • Create, design, put into practise, keep up, check on, and assess an elementary school examination system.
  • Create policies and procedures for administering exams.
  • Gather research-based data to enhance teaching methods and curriculum.
  • Offer tactics for increasing the instructors' and educators' capability, which will enhance the student assessment system.
  • Identify the areas in which the preparation of educators or instructors needs to be improved.
  • Encourage the public to talk about issues related to elementary education.
  • Advising the government on all issues pertaining to the Commission's goals.
  • Approve the Commission's yearly budget and research plan.
  • Do any auxiliary tasks that may be required, as specified, or as assigned by the government.

The Commission might also:

  • Give local government instructions or recommendations on how to gather data and perform an assessment of primary education.
  • Students must be registered and their data must be maintained for the purpose of the elementary education test.
  • Conduct and commission studies on the analysis of primary education.

b. For Private Schools:-

It is not necessary for a private school in Punjab to conduct an Examination of PEC. 

At Secondary and Intermediate Level

To understand this level we will have to know about the BISE (Board of Intermediate and Secondary Education) system.

What is BISE (Board of Intermediate and Secondary Education)?

In Pakistan, schools and institutions providing elementary and secondary education are governed by Boards of Intermediate and Secondary Education. The exams for these classes are likewise administered by every BISE. Major districts have boards in each province.

BISE in Punjab:-

All educational boards in Punjab are governed by the Punjab Board of Intermediate and Secondary Education. Lahore is where its headquarters are located. The Board must keep Punjab's examinations held to the same assessment and openness standards.

The Board is in charge of upholding the province-wide consistent standards of assessments as well as the same quality of evaluation and openness in examinations.

Responsibilities of BISEs:-

Public education is accessible to everyone. School boards locally decide school curricula, financing, teaching, employment, and other rules while adhering to all federal and provincial regulations. Each province government works with the BISE at the district level to maintain regional standards for intermediate and secondary education. Therefore, it is the duty of every board to provide a clear examination system and evaluation process. A single provincial Board of Education oversees every BISE in every province.

For Schools:-

This is necessary for both private and government Schools to conduct these exam. After passing these exams the concerned board will issue a passing certificate to student. 

At University Level:-

Different HEC Universities or Institutes conduct the degree level programs at different areas of countries and issue the passing degree to students.
